Project: STRATEGY/POLICY FOR SIGNIFICANT ACTIVITY
Synopsis: The development of a strategy in respect of a significant activity of the local authority.
The scope of work included an environmental scan, demand analysis, levels of service analysis, strategic framework, identification of customers’ expectations, etc.
The work has been undertaken within the context of the Local Government Act 2002 with identification of options, costs and benefits, evaluation criteria and analysis. The scope of the final policy covered:
- Description of activity,
- Desired outcomes,
- Strategies,
- Outputs, and
- Specific policies.
The final policy was subject to extensive community consultation and has greatly improved the focus of the activity and removed potential for conflicting objectives and policies that previously existed in a range of separate documents with the local authority.

Project: LOCAL GOVERNMENT SERVICE DELIVERY OPTIONS
Synopsis: Drafting of the New Zealand Handbook “Guide to Local Government Service Delivery Options” (SNZ HB9213:2003).
The scope of work was to develop the document for consultation by Standards NZ and the local government sector prior to finalisation and publication.

The scope of the guide includes:
The guide has been developed within the context of the Local Government Act 2002 and a series of recommended practice guides prepared and published by the Controller and Auditor-General. The content of the guide includes strategic considerations such as the statutory requirements, definition of outcomes and priorities and the local authority’s policy. Preliminary planning matters include understanding the service delivery process, development of service standards, levels of service and service quantities. In this regard the guide has interfaced with “Creating Customer Value from Community Assets” (October 2002) published by the NAMMS Group. The options considered in the Guide included:
- Local authority in-house resources,
- Shared services,
- Public–private partnerships,
- Council–controlled organisations,
- Independent trusts,
- Outsourcing through contract delivery,
- Concessions/franchises,
- Divestment and/or privatisation.
The advantages/disadvantages of each of the options are analysed
and a suggested methodology for evaluation of options is provided
together with an outline of implementation requirements.
The Guide provides a resource for use by local authorities, their
professional advisors, Elected Members and Executives of local authorities.
